City Council meeting summary for Jan. 9, 2024


The City of Fort Walton Beach City Council took the following actions during a regularly scheduled meeting on Tuesday, Jan. 9, 2024. 

10. ORDINANCES  (First Reading)

10.1:  2132 Ordinance Amending COO Chapter 2.06 Fire Fighters' Retirement Fund Board

Recommends City Council adoption of Ordinance No. 2132 to amend the City of Fort Walton Beach Municipal Firefighters’ Pension Trust Section 2.06.03 Firefighters’ Pension Trust Fund as detailed in the proposed ordinance.  RESULT: Passed 7-0.

10.2:   2133 Ordinance Amending LDC Chapter 6 - Street Access and Driveway Design Requirements

Recommends City Council adoption of Ordinance 2133 to amend Chapter 6 of the Land Development Code (LDC) related to driveway design requirements in the City.  RESULT: Passed 7-0

 

11. ORDINANCES (Second Reading)

11.1:  2131 Ordinance to Rezone 222 Girard Ave NW from R-1E to R-1

Recommends City Council adoption of Ordinance No. 2131 to rezone property located at 222 Girard Avenue NW from R-1E (Single Family Residential Estate) to R-1 (Single Family Residential). RESULT: 7-0

 

12. APPOINTMENTS

12.1:  Firefighters' Retirement Fund Board Appointments

Recommends City Council appoint two citizens to the Firefighters’ Retirement Fund Board. Mike Anderson and Donna Braden were nominated and appointed by the council. RESULT: Passed 7-0

 

13. ACTION-DIRECTION-DISCUSSION

13.1:  Authorization to Abate Unsafe Conditions at 137 Moriarty Street NW

Recommends City Council authorization to abate unsafe conditions at 137 Moriarty Street NW in accordance with Chapter 5 of the Code of Ordinances and take all necessary civil action. RESULT: Passed 5-2

13.2:  Award of RFQ 23-010 Continuing Professional Utility Financial Consultant Services

Recommends City Council authorization to award a Continuing Contract for Professional Utility Financial Consulting Services to Raftelis Financial Consultants, Inc. of Maitland, Florida, for Utility, Stormwater, and Sanitation Funds. RESULT: Passed 6-1

 

13.3:   Vacation of Subdivision Plat for Church Street Townhomes

Recommends City Council approval to vacate the Church Street Townhomes Subdivision Plat at 108 Church Avenue SE and 7 Second Street SE. RESULT: Passed 7-0

 13.4.  Letter to State Delegation & County Commissioners Regarding Community Solutions/One Hopeful Place

The City Manager and City Attorney are requesting direction from the City Council regarding whether it is appropriate to forward the attached correspondence to the City’s State delegation, Okaloosa County Board of County Commissioners, and to One Hopeful Place. (It is recognized that minor adjustments to the correspondence will be made as appropriate for the various recipients).  RESULT: Passed 7-0

 

In other business:

City Manager Jeff Peters recognized the service anniversaries of Golf Course Attendant David McGraw (10 years) and Police Officer Christopher Carter (five years). Peters gave a brief update on the progress of construction at the Fort Walton Beach Landing Park. Peters also presented to the council the latest project from the city’s Public Information Office, a Livability Media magazine that showcases Okaloosa County and the Greater Fort Walton Beach area.  

The City Council also heard from Nathan Sparks, executive director of One Okaloosa Economic Development Council. Sparks share some economic highlights with the council, as well as some of the work One Okaloosa is doing to build and strengthen the local economy. Sparks said that Okaloosa County’s unemployment rate of 2.7 percent is the third lowest in the state.
