North Hill Pond Water Quality Improvement Project!

Beginning the morning of Thursday, October 2, 2014, weather permitting, the City of Fort Walton Beach, in partnership with the Florida Department of Transportation and Skanska USA Civil Southeast, will begin a water quality construction project at the North Hill Pond located at the southwest corner of the intersection of Love Joy Road NW and Hill Ave NW. The North Holding Pond was identified as a significant water quality improvement area in the Gap Creek Watershed Water Quality Improvement Project Study that was completed by HDR Engineering, Inc. in November of 2008. The pond does not currently function in the treatment of stormwater to improve water quality due to the lack of a control structure at the pond outfall.

As a part of the construction of the new U.S. Highway 331 Bridge in Walton County, the Florida Department of Transportation (FDOT) approached the City about designing and constructing the identified improvement by retrofitting the North Holding Pond and improving water quality entering Choctawhatchee Bay. A Memorandum of Understanding (MOU) between FDOT, the City of Fort Walton Beach, and Skanska USA Civil Southeast, Inc. has been prepared to allow the project to proceed. The MOU is intended to identify responsible parties during the construction process and outlines the transition to operation and maintenance responsibilities once the project is completed. As part of this agreement GB Green Construction Management and Consulting will begin the construction of the retrofit improvements. The completion of the improvements to the north Holding Pond will greatly assist in the treatment of stormwater runoff in the Lovejoy Road and Hill Avenue areas.

The work is expected to take approximately (4) four months and we request that all cars be removed from the right of way between the hours of 7:00 a.m. to 4:30 p.m. We will work with residents and business owners to accommodate your needs throughout the project.
