The 82,000-pound building is made entirely of concrete and has four individual restrooms and a drinking fountain built into the exterior.
The parking lot will be reopened later today as soon as the cranes and other large trucks leave.
City of Fort Walton Beach crews will still need to run electricity and plumbing as well as pour new sidewalks around the building and landscape it, a process which should take about four weeks.
The two portable restrooms will remain until the new facility opens.
